In March 1980, the representatives of the student groups gathered and formed the Hakjachu, an initiative for academy democratization. In April, the Student Council, which played an important role in leading the spring of democracy in May 1980, was launched, and Park Gwan-hyeon was elected as the president. After its establishment, the student council urged the immediate lifting of martial law, the liquidation of government-patronized professors and the remnants of the former regime on campus, the refusal of collective military training, and the restoration and release of democratic figures.
